Please consider the following:
1. We notice that most jeepneys (as well as buses and tricycles) run with many seats empty for most of the day and night in most routes
2. To fill up their seats the drivers resort to waiting for extended time at street corners to get enough passengers
3. The operating costs of jeepneys include fuel, components for building the jeepneys and spare parts are mostly imported
Considering the above we get the following consequences:
1. Fares have to be made high in order to allow all those drivers and operators to earn a living which reduces the take home pay of commuters
2. Excessive traffic jams because of obstructing jeepneys
3. Lost productivity because jeepney passengers take longer time to reach their destinations due to drivers waiting for other passengers
4. Lost productivity because other road users are hampered from reaching their destinations sooner
5. Wasteful fuel consumption due to low average passenger load (per liters of fuel consumed)
6. Fuel and time wasted by all road user due to traffic jams (mentioned above)
7. Much foreign currency is unnecessarily spent - for building jeepneys and maintenance spare parts which are mostly imported due to over capacity
8. More roads have to built to accommodate such excessive number of jeepney
9. More accidents, pollution, stress on the road, health problems, etc.
Benefits of reducing the number of public vehicles to just the right number:
1. Jeepneys need not spend much time waiting for passengers (actually passengers should be the one waiting for jeepneys within a reasonable time)
2. Jeepneys can make more trips with full passengers and thus earn more money
3. Fares can be reduced based on the above
4. Productivity will be improved with less time lost on the load
5. More passengers will patronize jeepneys since they know they can reach their destinations sooner
6. Less people need to buy private cars
7. Less resources (money) spent for fuel, new jeepneys, maintenance spare parts, etc.
8. Out industries will be more productive and competitive thus increasing investments
9. Less money spent for health problems brought about by pollution and stress on the road, accidents, etc.
10. Other road users can benefit due to savings on time, fuel and maintenance costs
11. The public sill benefit with goods and services delivered sooner thus reducing transport costs and selling price
In short the country will benefit as a whole.
We are not against public transportation, only against such excessive numbers of jeepneys, buses and tricycles which are not necessary.
As a hypothesis, if the jeepneys (or buses) are run by one operator, will it field all those numbers? Obviously you will just operate the optimum number. This will be a win-win solution with cheaper fare and all the benefits mentioned above.
I believe that it's time we think this through. Attention LTRFB, PNoy.
God bless the Philippines.
