Hmm, this might sound harsh, but the flooding in the communities along the Laguna lake shore are currently "absorbing" the flood waters. If they build the dike system to protect them, where will the excess water flow?
Not east, Not North... downriver.... that is Metro Manila!
Willing to bet this will surely make the current flooding we are encountering this year worse!
Unfortunately I can't think of an alternatives... maybe dredging, not just Laguna but Pasig River and estuaries. Problem is, this solution is not so visible, not like a Dike and highway project.

Then they have another excuse to build another huge project, just think how much money will disappear when that is started, of course after all the consultations, meetings, etc, etc, Binay's etc will be rubbing their hands in anticipation.
