3 years later and I have yet to drive on the TPLEx. :P Well... except for that tiny stretch when they had something to do in SCTEx, the occassional fly by underneath it's elevated section crossing existing roads east of the MNR whenever I feel like snooping around re its progress...

MANILA – The Tarlac-Pangasinan-La Union Expressway (TPLEX) is scheduled to open on October 23 after its private operator today bagged the permit from the Toll Regulatory Board (TRB).
In statement, Private Infrastructure Development Corp. (PIDC) announced the soft opening for the first phase of the P23.8-billion TPLEX next week. PIDC is a consortium led by San Miguel Corp that built the toll road.
The TRB issued the toll operation permit after PIDC completed construction of the first phse of the road this month.
The first phase, Section 1A, provides a seamless connection to the Subic-Clark-Tarlac Expressway (SCTEX), stretching 17 kilometers across Tarlac province -- from Tarlac City to the towns of Victoria and Gerona.
This portion of the toll road, which will cut current travel time to Baguio by as much as 40 minutes, is part of an 88.6-kilometer expressway that can accelerate growth in tourism and trade and agriculture in North Luzon.
From Gerona, TPLEX will have exits in Paniqui and Moncada, also in Tarlac; Rosales, Urdaneta City, and Pozorrubio in Pangasinan; and Rosario, La Union. Completion of the section up to Rosales is scheduled for middle of 2014 while the section up to La Union is scheduled for completion by 2016.
Originally designed as a two-lane road, the TPLEX proponents decided to upgrade it to four to enhance efficiency and road safety and anticipate future growth in traffic volume.
“This marks our first foray into the construction of toll ways and is a major milestone in our infrastructure master plan,” Ramon S. Ang, San Miguel president and chief operating officer said.
“The opening of TPLEX holds great significance for us because this is the first in a number of major greenfield projects since we began diversifying into new businesses,” he added.
With TPLEX, motorists can expect faster travel time and safety features that are found in many world-class toll ways.
These include a fleet of patrol cars and emergency assistance vehicles that can respond within 10 minutes to motorists anywhere along the stretch; concrete barriers, guardrails, lighting and cameras in all toll plazas; as well as signs and pavement markings with powdered glass beads for enhanced visibility. Speed sensors will also be deployed to ensure motorists keep to the 100-kilometers per hour limit.
Toll plazas in major entry points will also be equipped with electronic card dispensing machines. All installations will be fiber optic Internet-enabled.
Culverts that were constructed at strategic points throughout the expressway were also recently proven to be effective, as the toll way remained flood-free despite the heavy rains brought on by successive low-pressure areas and typhoons in the past two months.
Since its diversification to infrastructure, San Miguel has been aggressive in pursuing much-needed road projects.
In April this year, the conglomerate won the concession to build and operate the NAIA Expressway, which will connect the Skyway to all three terminals and to the Entertainment City of state-run Philippine Amusement and Gaming Corp and further to the Manila-Cavite Expressway (Cavitex).
San Miguel is also set to start construction of Skyway Stage 3, another major infrastructure project under the Aquino administration that will connect Makati to the North Luzon Expressway and decongest major thoroughfares such as EDSA.

CLARK FREEPORT, Pampanga -- The first phase of the Tarlac-Pangasinan-La Union Expressway (TPLEx) officially opened Thursday, cutting more than 40 minutes off the travel time going to Baguio.

The 17-kilometer stretch from Tarlac City to Victoria and Gerona towns in Tarlac is directly connected to the Subic-Clark-Tarlac Expressway (SCTEX).

From Gerona, there are five interchanges along the entire 17-kilometer TPLEx including Paniqui and Moncada in Tarlac; Rosales, Urdaneta City, and Pozorrubio in Pangasinan; and Rosario in La Union.

The expressway, according to officials, is equipped with state-of-the-art sensors, lighting, and reflectors for public safety.

The expressway’s Section 1 (49.3 kilometers from Tarlac City to Rosales) is expected to be finished by the middle of next year, while the entire stretch from Tarlac City to Rosario, La Union, totaling 88.85 kilometers, will be completed by 2016.

After construction of the first phase has been completed, the Toll Regulatory Board issued a Toll Operation Permit for the expressway.

The tollway operator has yet to post the toll rates for TPLEx, although reports said they will be made public soon.

I think you overpaid, toll fee from Tarlac to Urdaneta is only 216 pesos.
