i just donwloaded the navitel app to my samsung galaxy tab i already have the maps but i cant figure out the interface completely can anyone help me? or is there a manual i can read or something thanks

GPS doesn't work without a good satellite signal unless you're using GSM or INTERNET based GPS.

Agreed with GTV's suggestion.
1. Make sure that you have turned on your Tab's GPS feature, you should know if it is on or not by an icon right? Sorry not a Galaxy full time user myself.
2. Turn on Navitel and go to open space and wait and wait. Sometimes the lock is very slow if the unit does not know where you are, or you were very far from the last time you turned on your Navitel. ie, I tried my unit in Japan and it took 10minutes for it to lock on. This was with a Symbian phone.
3. Tap the radar icon on navitel, there should be a menu and then tap on satellites, you should see signals starting to pop up, no signal at all? Trouble shoot your hardware/software of the Tab. If there is a signal, then just wait till there are more signals, then it should lock on.
A tried to help a friend of mine with his Navitel and Galaxy tab, and after 10 minutes of trying no signal at all, I ran out of time, had to leave, but he did say that after turning it on for a while he got a lock.
