Hi. After checking the devices that it supports here https://www.naviextras.com/shop/portal/devicessupport, I can't seem to find any Garmin devices... best to contact the manufacturers to be sure and ask them if their device is compatible with Garmin maps...

No, IGO can't read Garmin maps and vice versa. Also, there are no IGO maps of the Philippines.

if it's windows ce based you can try to unlock it, and put miopocket which then can run garmin xt so you can use the garmin maps here
