i haven't found the time to read more on Garmin Approach but if you meant would it pick up satellites and be able to give you position coords in Ph, then the answer is yes it ought to be able to work as a GPS receiver any where.
reason I mentioned about the reading part is I don't know if it just uses specialty golf course maps or it can use the regular navigation map, this is just incase you were asking whether you could use the RGPh map on the Garmin Approach.
